The accumulation of possessions in a manner that obstructs living spaces, often referred to as hoarding, poses not only a severe challenge to the individual involved but also a significant public health and safety risk to surrounding communities. When traditional code enforcement and voluntary compliance efforts fail to remedy these life-threatening conditions, municipalities and government agencies may turn to a powerful, court-driven solution: the Health and Safety Court Receiver.
